Otis washington played by Jerome Williams
Otis Washington is a petty criminal who like Howie Fines becomes an informant for Sue and her unit. Otis had a working relationship with Howie and when Howie informs the team about gun shipments, Otis winds up angry with Howie and wanting nothing to do with him. However, he changes his mind and Otis and Howie combine their business into a partnership. Despite his friendship with Howie, Otis still gets easily annoyed by Howie's irritating ways.
